A House in Multiple Occupation (HMO) is a term that applies to any living accommodation occupied by 3 or more unrelated persons as their only or main residence, and who share kitchen and/or bathroom facilities. If you are a landlord and are renting out a house like this (or intend to do so), you are required under Part 5 of the Housing (Scotland) Act 2006 as amended to obtain an HMO licence.

A landlord who permits their property to be occupied by three or more persons who are not related to one another must obtain an HMO licence.
It is a criminal offence to operate an HMO without a licence and the maximum penalty upon conviction for doing so is a fine of £50,000.

The Local Development Plan for Aberdeen identifies that a planning application for a Change of Use to form an HMO is required where the property is to be occupied by 3 or more unrelated people. As part of the planning application, we can provide a floor plan and help with the application process.
We will complete the application on your behalf and submit to the Local Authority.
Part of the application requires the owner of the proposed HMO property to display the application compliance notice for 21 days. We shall ensure the notice is displayed and checked on a regular basis and the Notice submitted to the Local Authority when 21 days have expired.
We shall attend an initial meeting with the HMO and Fire safety officers on your behalf and if requested by you we shall carry out a fire safety risk assessment. We can also provide a fire policy and fire notice.
You may receive objections to your HMO application and if this is the case we shall attend the Licensing Committee meeting on your behalf to address any obligations.
When all requirements have been met and the 21 day Notice of Compliance has expired, we shall attend a final meeting with the HMO and Fire Officer prior to the licence being granted.
